Italy gives negative environmental ruling on 57MW Lazio solar proposal

Italy’s Council of Ministers has issued a negative environmental-compatibility judgement for EG Gemma, a proposed 57MW ground-mounted solar project in Proceno, Lazio. The decision concerns a scheme planned for the Valle Doganella locality, together with works to connect it to the national electricity-transmission network.

The ruling was made on 28 October as the Cabinet considered 21 environmental-impact assessment procedures for renewable-electricity projects. It is a formal decision about whether the project is environmentally compatible. It is not evidence that the plant has been built, that it has started producing electricity, or that any particular amount of power has been generated.

A decision with the effect of an environmental assessment

Under the procedure used by the Council of Ministers, its decisions take the place of the environmental-impact assessment measure. That makes the outcome more than a general policy view on a proposed solar development. The Cabinet’s negative judgement is the environmental decision for the project considered in this process.

The Cabinet described the wider group of cases as an exercise in balancing public interests. It gave positive environmental-compatibility judgements to five renewable projects in Puglia, subject to conditions set by the relevant commissions. For the remaining projects, including those listed for Lazio, it concluded that protecting the landscape and cultural heritage took precedence over the interest in increasing electricity generation from renewable sources.

EG Gemma was one of six Lazio projects named in the negative-decision list. The other entries covered wind, agrivoltaic and photovoltaic proposals in several parts of the region. The list shows that the decision was made within a wider set of individual assessments, rather than as a blanket ruling on either solar power or renewable energy in Lazio.

What is known about the Proceno proposal

The public decision identifies EG Gemma as a ground-mounted photovoltaic project with a capacity of 57MW. It places the proposal in Proceno, in the province of Viterbo, and specifies Valle Doganella as the locality. It also includes associated works intended to connect the plant to the national transmission network.

Those are the confirmed details of the project in the Cabinet record. The published decision does not set out a construction timetable, projected annual output, cost, developer identity, employment figure or a number of homes that the scheme might have supplied. It also does not provide a project-by-project account of the landscape or heritage considerations that led to the negative judgement. Those gaps matter because they mean the decision should not be presented as proof of a specific effect on jobs, bills, local land use or future electricity supply.

The President of the Lazio region took part in the consideration of this agenda item after being specifically invited. The record does not say that the regional president determined the outcome, and it does not attribute the decision to a single institution or individual. The Cabinet’s stated basis is the comparative assessment of the public interests involved.

Renewable development and landscape protection

The case illustrates the tension that can arise when governments seek more renewable generation while applying environmental and heritage protections to particular places. A negative environmental-compatibility judgement does not amount to a finding that solar energy as a technology is unsuitable. It addresses this identified proposal in this location, under the procedure before the Cabinet.

Conversely, the positive decisions for other projects in the same meeting do not establish that every proposed renewable scheme will be accepted. They were conditional on compliance with requirements set by the competent commissions. The 21 cases therefore produced different outcomes according to the assessment carried out for each proposal.

For Proceno, the immediate confirmed development is the negative judgement on the 57MW EG Gemma proposal. The public record does not say whether a revised scheme will be submitted, whether further legal steps will be taken, or whether any alternative project will be pursued at Valle Doganella. Until a later formal development is made public, those questions remain unresolved.
