Stats SA’s rebasing lifts South Africa’s 2022 GDP estimate by 4.9%

Stats SA’s rebasing lifts South Africa’s 2022 GDP estimate by 4.9%

South Africa’s 2022 gross domestic product estimate has been revised upwards by 4.9% following a comprehensive revision by Statistics South Africa. The estimate for the new base year is R6,990 billion, compared with the previously published figure of R6,667 billion.

The revision follows rebasing and benchmarking, with the constant-price base year changed from 2015 to 2022. Stats SA also incorporated new or updated data and made methodological improvements. The higher estimate is the result of that completed statistical exercise.

The change raises the recorded size of the economy in 2022. However, the 4.9% increase compares two estimates for the same year: the earlier published total and the revised total. It is not a measure of economic growth from one year to the next, nor an additional increase occurring when the figures were revised.

A new base year and updated figures

The change of base year applies to GDP measured at constant prices. Under the revised framework, 2022 replaces 2015 as the reference year. Rebasing was accompanied by benchmarking, updated information and methodological improvements, so the exercise involved more than simply changing the year used to present the figures.

That wider scope matters when interpreting the headline increase. Stats SA identifies a comprehensive revision incorporating several changes. The 4.9% figure describes the overall difference between the previous and revised 2022 estimates; it does not give a separate percentage contribution for rebasing, benchmarking, new data or methodological improvements.

It would therefore be inaccurate to attribute the entire increase solely to the switch from 2015 to 2022. The result is that the GDP estimate is higher following the combined revision. The individual effects of the different elements cannot be separated using the two headline totals alone.

The 2025 estimate also rises

Stats SA also revised the 2025 GDP estimate at current prices from R7,642 billion to R8,044 billion. That represents an upward revision of 5.3%, a separate adjustment from the 4.9% increase reported for the 2022 base-year estimate.

Both comparisons show a higher estimate than previously published, but they concern different years. The 2022 percentage measures the revision to the 2022 figure, while the 2025 percentage measures the revision to the 2025 figure. Neither percentage describes growth between those two years.

The pricing descriptions must also remain distinct. Stats SA identifies 2022 as the new constant-price base year, whereas the revised 2025 total is explicitly stated in current prices. Reporting the two revisions together does not make them interchangeable measures, or establish that both percentages represent the effect of rebasing alone.

For 2025, the comparison remains between the old and new estimates for that year itself. The 5.3% revision should not be presented as a newly recorded annual growth rate. As with the 2022 adjustment, it describes a change in the statistical estimate rather than economic activity newly taking place at the time of revision.

Stats SA’s revised totals therefore put the 2022 estimate at R6,990 billion and the 2025 current-price estimate at R8,044 billion. The respective revisions of 4.9% and 5.3% refer to those years individually, rather than to a single period of growth.

The settled outcome is a higher GDP estimate for both reported years, alongside a move to the 2022 constant-price base year. The distinction is between an upward revision to the measured size of South Africa’s economy and a growth rate describing how economic activity changed over time.
