UK Budget sets out over £10bn in additional support for Ukraine

UK Budget sets out over £10bn in additional support for Ukraine

The UK Budget has set out more than £10 billion in additional financial support for Ukraine, combining economic assistance, military support and extra export-finance capacity. The package includes £500 million of additional military support intended to address urgent gaps in Ukraine’s air defences this winter, £7 billion of economic support over three years and a £3 billion increase in export-finance capacity prioritised for military support.

The announcement is a funding commitment and framework for support rather than confirmation that every element has already been transferred, spent or delivered. The different parts of the package also operate in different ways. Some are direct forms of assistance, while others are loan guarantees, development funding or credit capacity that can support future transactions.

Economic support over three years

The £7 billion economic element is spread over three years. It includes up to £5.5 billion in loan guarantees through the World Bank, alongside £1.5 billion of development funding intended to support Ukraine’s recovery through the World Bank’s International Development Association crisis facility.

Loan guarantees and development funding serve different purposes. A guarantee can help make financing available by reducing risk for lenders, while development funding can be directed towards recovery needs through agreed programmes. Neither mechanism means that an equivalent amount has automatically reached a particular project on the day of the announcement. The pace of delivery will depend on the terms of the individual arrangements and the programmes through which they are used.

The economic support comes as pressure on public services, infrastructure and the wider economy remains an important part of Ukraine’s wartime challenge. The Budget does not allocate each part of the three-year sum to named projects or set out a full payment timetable. Those details will be important in judging how the commitment works in practice.

Air defence and export finance

The additional £500 million for military support is directed at air defences for the coming winter. It sits alongside £750 million already committed from the UK’s Extraordinary Revenue Acceleration loan to Ukraine. Taken together, those figures bring military support provided by the UK to Ukraine this year to £4.3 billion.

The package also increases the credit capacity available through UK Export Finance by £3 billion, taking total available cover for Ukraine to £6.5 billion. That capacity is intended to be prioritised for military support. Credit capacity is not the same as a £3 billion payment or procurement order. It is a ceiling for support that may be used to help finance eligible exports and related arrangements, subject to the relevant decisions and conditions.

Alongside the new package, the UK’s existing commitment of £3 billion a year in military support remains in place until 2030-31, or for as long as needed. The new measures are therefore additional to that continuing commitment rather than a replacement for it.

Further recovery measures

The Budget also includes £17 million in grant funding for repairs to the New Safe Confinement at the Chornobyl nuclear plant. A further £3 million is scheduled for 2027-28 to support work connected with tracing, return and reintegration of Ukrainian children described as having been forcibly deported by Russia. That would bring UK funding for that work to £7 million.

The support package has an immediate defence element but its wider design reaches into economic recovery, infrastructure and export finance. It does not establish that air-defence gaps have already been closed, that recovery projects have been completed or that export-finance capacity will be fully used. The confirmed development is the Budget commitment and its stated components. The next substantive updates will be decisions on the programmes, guarantees, contracts and assistance that follow from it.
