Italy’s Cabinet has issued a positive environmental-compatibility decision, subject to conditions, for the CSPV Manfredonia agrivoltaic project in Puglia. The proposal is rated at 53.84MWp and includes works to connect it to the national electricity transmission network.
The project is planned across the municipalities of Foggia and Manfredonia, in the province of Foggia. The decision is a formal environmental step for a named development, rather than a general policy announcement about renewable energy in the region.
Decision covers the project and its grid connection
CSPV Manfredonia is described as an agrivoltaic installation. The Cabinet’s decision covers both the generating project and the associated connection works. That matters because the environmental assessment considers more than the solar equipment itself: the route by which power would be linked to the wider network is also part of the project identified in the decision.
The application is associated with Blue Stone Renewable VI S.r.l. The proposal is an agrivoltaic scheme in Foggia and Manfredonia, with a total capacity of 53.84MWp. Its environmental procedure began in 2022 and includes documentation submitted in 2023.
The 28 October decision does not set a construction start date, an operating date or a timetable for the connection works. It also does not state when electricity from the proposed installation would enter the grid. Those outcomes should not be assumed from the environmental finding alone.
An environmental decision with conditions
The positive judgment is expressly conditional. It applies only if the prescriptions laid down by the competent commissions are respected. No detailed list of those prescriptions has been made public as part of the decision, so the conditions should not be described more specifically than the confirmed ruling allows.
Under the procedure used for these renewable-energy assessments, the Cabinet’s resolutions take the place of the environmental-impact-assessment measure. That gives the ruling formal weight within the environmental process. It does not, however, provide a public basis for claiming that every later technical, administrative or delivery stage has been completed.
The practical significance is therefore clear but limited. CSPV Manfredonia has received a positive environmental-compatibility judgment on the conditions stated. The decision does not announce construction, commissioning, commercial operation or a date by which those stages must occur.
Part of a wider Puglia assessment
The ruling was one of a group of renewable-energy environmental cases considered at the same Cabinet meeting. Five projects in Puglia received positive compatibility judgments subject to conditions. They included schemes in and around Foggia as well as projects elsewhere in the region.
In the same set of decisions, seven Puglia projects received negative environmental-compatibility judgments. For those separate projects, landscape and cultural-heritage protection was judged to outweigh the interest in increasing renewable generation. That comparison is important context, but it is not a finding about CSPV Manfredonia beyond the positive conditional decision recorded for this individual project.
For residents and businesses in the two municipalities, the immediate confirmed development is the environmental ruling for the named 53.84MWp proposal and its planned network connection. Further information would be needed before reporting any physical works, final design changes, completion date, generation output or local operational effects as settled facts.
The next material update would be a published decision or verified development that changes the project’s status, sets out the conditions in detail, confirms a further permission, begins work or records a change to the proposal. Until then, the current position is a conditional positive environmental decision for a specific agrivoltaic project spanning Foggia and Manfredonia.
