Italy issues positive environmental judgement for 32MW La Feudale agrivoltaic project

Italy’s Cabinet has issued a positive environmental-compatibility judgement for the proposed 32MW La Feudale agrivoltaic project in Puglia. The decision covers the generating plant and its connection to the electricity network across the municipalities of San Giovanni Rotondo, Manfredonia and San Marco in Lamis, all in Foggia province.

The judgement is conditional. The project must comply with requirements laid down by the competent commissions within the Ministry for Environment and Energy Security. The public decision does not set out the detail of those requirements, so it would be premature to present the outcome as an unconditional go-ahead for every aspect of development.

La Feudale was one of five Puglia renewable-energy projects given a positive environmental judgement at the same Cabinet meeting. The Cabinet considered 21 environmental-impact assessment procedures for renewable electricity schemes in total. Under the legal process cited with the decisions, a Cabinet resolution replaces the formal environmental-impact assessment measure for the procedure concerned. That gives the ruling a defined regulatory effect, rather than making it simply a statement of policy.

For the La Feudale scheme, the decision is specific about capacity, location and the associated grid link. The public project entry identifies Luminora La Feudale S.r.l. as the developer and records that the national assessment procedure began in November 2021. Public documents attached to that procedure include material from 2022 and 2023, showing that the Cabinet action follows a process that has been under consideration for several years.

However, the new decision should not be confused with an announcement that electricity is already being generated. No construction start date, completion date, investment figure or forecast annual output has been published with the judgement. Nor does the material set out the detailed design, the content of the environmental prescriptions, or whether every further consent and contractual arrangement needed for delivery has been completed.

The label agrivoltaic describes the project category used in the environmental procedure. It does not, on its own, establish the final agricultural layout, land-management arrangements or local economic effects. Those matters would need to be assessed from more detailed plans or later formal decisions, rather than inferred from the Cabinet’s short summary.

The cross-municipality footprint is important to the decision’s scope. It means the scheme is not described as a single-site installation confined to one local authority area: its electricity connection as well as the generating project is part of the regulatory description. The Cabinet’s ruling therefore addresses the project as a combined energy-and-network proposal within the three named municipalities.

For residents and businesses in the area, the immediate development is a positive environmental judgement with conditions attached. It does not confirm that physical work has begun, that the project will meet a particular delivery date, or that it will produce a specified change in local power bills. Any of those outcomes would depend on subsequent steps that are not described in the decision.

The next meaningful public update would be a document that identifies the conditions in detail, records any remaining approvals, or confirms a timetable for construction and grid works. Until then, the verified position is narrower but clear: the Cabinet has given La Feudale a positive compatibility judgement for its 32MW proposal, subject to prescribed environmental requirements.
