UAE signals additional €15bn investment intention for Greece

UAE signals additional €15bn investment intention for Greece

The United Arab Emirates has announced an intention to invest an additional €15 billion in Greece through the countries’ joint investment initiative, expanding a framework launched in 2022 with a value of €4 billion. The announcement was made during Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan’s official visit to Greece and the UAE-Greece Strategic Forum in Athens on 22 October.

Investment intention is separate from forum agreements

The €15 billion figure describes an intention to invest, not money reported as already disbursed. The announcement did not identify specific new projects or destinations for the proposed investment. It builds on the existing bilateral initiative, which was launched in May 2022 with a value of €4 billion.

A separate set of outcomes was announced at the forum. Eighteen memoranda of understanding, agreements and commercial partnerships between UAE and Greek entities were reported with a combined value exceeding €12.75 billion. That figure relates to the agreements and partnerships, not to the additional €15 billion investment intention. The two amounts should not be combined or treated as evidence that the planned investment has been completed.

The forum’s agreements span areas including digital infrastructure, advanced technology, artificial intelligence, renewable energy, clean-energy infrastructure, industry, logistics, transport, ports, healthcare, life sciences and food security. The announced range indicates the sectors covered by the signings, but does not establish that every agreement is a fully funded project or that its stated value has already been spent.

Leaders attend Athens forum

The strategic forum took place in Athens during Sheikh Khaled’s official visit. Greek Prime Minister Kyriakos Mitsotakis attended, alongside senior officials, business leaders and investors from both countries. The agenda included discussions on food security and supply chains, artificial intelligence and emerging technologies, as well as investment-matching sessions and business-to-business meetings.

The proposed expansion was presented as part of efforts to strengthen the long-term economic and investment partnership between the UAE and Greece. Both countries have sought cooperation in sectors described as strategic or important to development. The framework is intended to support investment collaboration between institutions and businesses, while the forum provided a setting for companies to discuss potential partnerships.

The UAE-Greece initiative has a record of activity under its 2022 framework. The 2022 framework was described as having supported completed transactions in strategic sectors including energy and healthcare. That earlier activity is distinct from the newly announced intention: the announcement of an additional €15 billion does not itself confirm which investments will follow, when they will proceed or how much will ultimately be deployed.

Next steps remain unspecified

No specific new investment destinations were disclosed in the checked coverage of the announcement. The public information therefore establishes the scale of the stated intention and its place within the bilateral framework, but not a project-by-project timetable, financing structure or delivery schedule.

The value of the €12.75 billion in announced agreements and partnerships should also be understood on its own terms. It represents the reported total attached to 18 signings at the forum. Those signings may have different forms and stages, and the headline value does not mean the entire amount has been invested or paid.

For now, the central development is an expansion in stated ambition: the UAE says it intends to add €15 billion to its joint investment initiative with Greece. The separate agreements announced in Athens point to commercial activity across multiple sectors, but further details will be needed to assess which proposals become funded, operational investments.
