Brazil forecast flags moderate flood and landslide risks in several regions

CEMADEN has assessed a moderate possibility of flooding and landslides in a number of Brazilian regions on 26 October. The assessment is a forward-looking appraisal of potential geo-hydrological events. It is not a report that flooding or slope failures have already been confirmed in the places named.

In Rio Grande do Sul, the intermediate geographic regions of Ijuí and Uruguaiana are assessed as having a moderate possibility of flooding. CEMADEN links that outlook to the passage of a flood wave in the Uruguay River basin, water levels that are already elevated locally, and rainfall accumulated in recent days. The wording matters: the assessment identifies conditions that may raise the likelihood of an event, rather than stating that inundation has occurred.

Moderate hydrological risk is also identified for the intermediate regions of Belo Horizonte and Juiz de Fora in Minas Gerais, Vitória in Espírito Santo, and Ilhéus–Itabuna in Bahia. The stated driver in those areas is the prospect of isolated showers of moderate to heavy intensity. CEMADEN says that such conditions can favour local streams overtopping, rapid run-off in areas with some gradient, urban waterlogging in lower-lying districts where drainage systems are exceeded, and flooding in small river basins.

Those possible effects are not presented as a single outcome that will occur everywhere. They describe the kinds of hydrological event that could arise where rainfall, terrain and drainage conditions combine unfavourably. The assessment names intermediate geographic regions rather than asserting that every municipality within them will be affected. Its designation therefore remains a regional risk classification, not a prediction of a uniform impact.

The geological part of the assessment covers a different, though related, set of concerns. CEMADEN places the intermediate regions of São Paulo and São José dos Campos under a moderate possibility of mass movements. It cites areas of high susceptibility, rainfall accumulated in recent days and a forecast of isolated light-to-moderate showers. In susceptible slopes, the agency says, that combination may provide enough additional accumulation for isolated landslides to be triggered.

A moderate possibility of mass movements is also set out for Governador Valadares in Minas Gerais and for Vitória, Colatina and São Mateus in Espírito Santo. Here, the assessment points to susceptible terrain together with a forecast of showers of moderate to heavy intensity. Vitória appears in both the hydrological and geological sections, reflecting separate potential pressures from rainfall and terrain rather than a confirmed incident.

The areas listed for flooding risk and those listed for landslide risk should not be treated as interchangeable. The flood assessment in Rio Grande do Sul is tied in part to river conditions and recent rainfall, while the landslide assessment focuses on slopes with recognised susceptibility and expected rain. Elsewhere, the hydrological assessment considers how heavier showers could affect small watercourses and urban drainage. Each classification is limited to the circumstances described for that region.

CEMADEN’s use of the term moderate does not remove uncertainty from the outlook. It signals a risk level based on the conditions identified in the assessment, while the location, timing and occurrence of any individual event remain uncertain. No casualty figures, damage totals or confirmed incidents are given in the assessment. The development is therefore a current risk forecast for the named Brazilian regions, not evidence of a disaster already under way.
