Saudi Arabia announces monthly support measures before 2027 utility-tariff changes

Saudi Arabia announces monthly support measures before 2027 utility-tariff changes

Saudi Arabia has announced a package of monthly support measures linked to electricity, water and wastewater tariff adjustments due to take effect on 1 January 2027. The direction from King Salman follows a proposal by Crown Prince Mohammed bin Salman and combines support for specified groups with changes to the way private-sector employment quotas are calculated.

The measures include a monthly allowance increase of SAR500 for civilian and military personnel covered by civil-service salary scales and operational-programme contracts. Retirees are also included, along with eligible beneficiaries of deceased contributors or retirees under the Social Insurance system. The categories are important: the measure is targeted at named groups rather than presented as a payment for every household or customer.

Families receiving Social Security benefits are to receive a separate monthly SAR500 stipend under the established regulatory arrangements. The stated purpose is to help offset the effect of the electricity and water tariff adjustments. This makes the support package relevant both to people in work and to benefit-receiving households, although eligibility remains tied to the groups identified in the direction.

The tariff timetable is now clear. Saudi Energy has announced an adjustment to the electricity service tariff from 1 January 2027. The National Water Company has set the same effective date for adjustments to water and wastewater service tariffs. Its notice covers residential, non-residential and government sectors, while customers are being directed to the revised tariff information for the detail of how the new charges will apply. Saudi Energy has likewise advised customers to consult its adjusted tariff information and to use its official channels for billing or implementation questions.

The package also has a private-sector employment element. Under the Nitaqat Saudisation programme, the monthly pay threshold for a Saudi worker to count fully towards an employer’s quota is set to rise to SAR5,000 six months after the measures take effect. It is then due to rise to SAR6,000 twelve months after the first increase. These thresholds concern how a worker is counted for the programme, rather than creating a universal payment for all private-sector employees.

That distinction matters when considering the announcement as a whole. The SAR500 support is described as a monthly allowance or stipend for particular public-sector, retirement, insurance-beneficiary and Social Security categories. The Nitaqat changes concern employers and the treatment of Saudi workers within a nationalisation framework. They are connected in one policy package, but they operate through different routes.

The electricity and water notices both place the tariff adjustments in the future, at the start of 2027. The support measures have therefore been announced before the new utility arrangements take effect. The published direction sets out the amount, the beneficiary groups and the employment-quota timetable, while the utility notices establish the common date for the electricity, water and wastewater changes.

For households and employers, the practical implications will depend on eligibility, the revised tariff details and the relevant implementation dates. The announcement does not treat the monthly support as an automatic benefit for all customers. Instead, it links specific forms of assistance to the forthcoming changes while also altering the wage threshold used in the private-sector Saudisation programme.
